Privacy Notice


This privacy notice explains how the Assessor and Electoral Registration Officer for Tayside Valuation Joint Board (the Assessor) collects and uses Personal Information about you to deliver services efficiently and effectively.

To deliver his statutory functions, the Assessor requires to collect, process and hold personal information. The Data Protection Act 1998 allows the collecting and processing of personal information in these circumstances. The Assessor is registered for Data Protection purposes with the Information Commissioner and is legally obliged to comply with the Data Protection Act 1998.

The Assessor will collect and process Personal Information for the purposes of:-

1           Compiling and maintaining the Council Tax Valuation List

2           Compiling and maintaining the Valuation Roll

3           Compiling and maintaining the Electoral Register

4           To fulfil his obligations as an employer


All Personal Information held by the Assessor must be processed in accordance with the Data Protection Act 1998. The Data Protection Act 1998 defines personal data as follows:

"personal data" means data which relate to a living individual who can be identified-

a           from those data, or

b           from those data and other information which is in the possession of, or likely to come into the possession of, the data controller,

and includes any expression of opinion about the individual and any indication of the intentions of the data controller or any other person in respect of the individual;


The Assessor may hold personal information supplied by you to fulfil his statutory obligations concerning the Valuation Roll, the Council Tax Valuation List, the Electoral Register and as an employer.

With regard to the Valuation Roll where the information concerns individuals or sole traders, such personal information may include, for example; the size and physical characteristics of your non-domestic property, valuations prepared in connection with that property and, in certain situations, may include rental, cost, sales, turnover or similar information relating to that property.

With regard to the Council Tax Valuation List such personal information may include; the size and physical characteristics of your home, Valuations prepared in connection with that property or rental, cost or sales information relating to that property.

With regard to the Electoral Register, such personal information may include your name and address, nationality, date of birth, national insurance number and where necessary, passport number or other means of proof of identity.

With regard to employment, the Assessor will hold personal information relating to name and address and salary details of all employees.


In certain circumstances it may be necessary for the Assessor to share your information with other Assessors, or with other relevant organisations including the Valuation Office Agency, the Northern Ireland Land and Property Agency or other valuation bodies. This is to ensure a consistent approach to Rating and Council Tax valuation where appropriate.

The Assessor may also pass information to the Police or another third party if the Personal information requested meets specific criteria set put by the Data Protection Act 1998.

Assessors may disclose personal data in order to comply with the Freedom of Information (Scotland) Act 2002, the Environmental Information (Scotland) Regulations 2004, and the Data Protection Act 1998, an order of a court or another legislative requirement.

Assessors may also provide information to other public bodies including the Scottish Government.

Assessors provide information to Scottish Water and Local Authority billing departments to assist with their collection of charges.

With regard to Electoral Registration, the Assessor may share personal information with other Electoral Registration Officers, with Returning Officers and Candidates or Agents engaged in the election process, or with the Electoral Commission. The Assessor is also required to provide certain personal information to the UK Government in order to confirm the identity of individuals who apply to be included in the Electoral Register.

The Assessor is required to provide copies of the full Electoral Register to Credit Reference Agencies. The Assessor is also required to sell copies of the Open Register (which is a version of the Electoral Register from which electors may opt out of) to anyone who requests a copy. If you would like to opt out of the Open Register, you should contact the Assessor to make the necessary arrangements.


The Assessor, in common with all other Assessors, uploads information to the Scottish Assessors' Portal, which is a website which provides a single information source for Valuation Roll and Council Tax Valuation List for the whole of Scotland. When you visit the Scottish Assessors' Portal website: usage information is collected and analysed to help Assessors improve the internet service provided.


The Assessor is committed to protecting the information you provide to him. To safeguard the data you provide, the Assessor has physical and electronic processes in place to protect the security of the data collected and processed.


You have the right to apply for a copy of the information the Assessor holds about you. This is known as a subject access request. There may be a small charge associated with a subject access request.
